Sir,

I have the honour to transmit a copy of a telegram received by me on the 19th.July, 1916, from Tong Ki-yao and others announcing the abolition of the so-called Military Council for South China. The signatories include Sham Chun-hun and Li Lit-kwan, who are at present conducting the operations against Canton.

I have sent copies of the telegram to His

Majesty's Minister at Peking and Consul-General at Canton.
